EBB - SCHOOL SAFETY



The superintendent or appropriate designee shall develop regulations to assure a safe environment and safe practices throughout the school district.



Each school shall develop a written safety plan taking into account provisions of the administrative procedures as provided in policy EBB-AR. Each school safety plan shall have as its goal the curbing of violence in school, responding to safety issues effectively, providing for a safe health and learning environment for children, teachers, and other school personnel, and guidelines for the stocking and handling of an emergency preparedness kit ("gotta-go box").



The school safety plan shall address, among other things, guidelines for response to natural disasters as weather related emergencies and fires, hazardous materials as chemical and biohazards, radiological accidents, control of access to classrooms and students, acts of violence, and acts of terrorism. Plans shall be prepared with input from students, parents or legal guardians, teachers, community leaders, other school and school district employees, local law enforcement, fire service, public safety and emergency management agencies.



School Safety Plans shall address security issues in school safety zones as defined in paragraph (1) of subsection (a) of O.C.G.A. § 16-11-127.1. School Safety Plans should also address security issues involving the transportation of pupils to and from school and school functions when such transportation is furnished by the school or school system and school functions held during non-instructional hours.



The School Safety Plan shall describe how schools may access training and technical assistance provided by the Georgia Emergency Management Agency (GEMA). Such training and assistance may include, but not be limited to, crisis response team development, site surveys and safety audits, crisis management planning, exercise design, safe school planning, emergency operations planning, search and seizure, bomb threat management, chemical and biohazards management and model school safety plans.
